so decided to check this problem out on Norton Community forum(s). then I removed PWM extension from Chrome on my laptop, invoked Settings > About Chrome _ to confirm I had latest version of Chrome. checked to see "All services are running without problems".

both of my computers are affected (one is old laptop using Google Chrome browser other is a newer desktop running Win 10 and using Microsoft Edge). Right now, I'm continuing to have same issue as many others with being unable to "Open vault" with Norton Password Manager (PWM).
